put "tips" section at the bottom since i just now realized how bad it looks
(Added sections "War Ops" and "In Space, No-One Can Hear You Scream", moved "Scripting and stuff" and gave "Telecomms" actual detail instead of what seemed to be filler. Added more detail to one of the tips. Page is still bare but this should help.)
